International Desk, (EFE).- Ukraine and the United States have signed a landmark agreement to jointly exploit Ukrainian mineral resources, in what officials in Kyiv are calling a critical step to bolster the country\u2019s economy and attract long-term investment from Washington.<\/p>\n\n\n\n

The deal, which includes a shared investment fund, has also been structured to avoid legal or political conflict with Ukraine\u2019s path toward European Union membership.<\/p>\n\n\n\n

The agreement comes as Ukraine seeks to rebuild its economy and infrastructure following years of war, while the US eyes economic returns and potential leverage in shaping Kyiv\u2019s future reconstruction plans. <\/p>\n\n\n\n

Ukrainian Foreign Minister Andrii Sybiha described the accord as \u201can important milestone for the strategic alliance between Ukraine and the US.\u201d<\/p>\n\n\n\n

Agreement safeguards Ukraine\u2019s EU accession path<\/strong><\/h2>\n\n\n\n

In Brussels, the European Commission confirmed the deal does not interfere with Ukraine\u2019s EU accession bid. <\/p>\n\n\n\n

According to Commission spokesman Thomas Regnier, the text includes safeguards ensuring it complies with existing EU-Ukraine treaties.<\/p>\n\n\n\n

\u201cThe agreement contains provisions that preserve Ukraine\u2019s European integration commitments and avoids conflict with the Deep and Comprehensive Free Trade Agreement,\u201d said Regnier. \u201cWe expect these clauses to be strictly applied.\u201d<\/p>\n\n\n\n

The EU welcomed US financial involvement, particularly given Ukraine\u2019s urgent need for post-war reconstruction. <\/p>\n\n\n\n

\u201cThe Commission values the US commitment to invest alongside Ukraine in a free, sovereign, and secure country,\u201d Regnier added while urging all allies to remain firm in supporting Ukraine and holding Russia accountable for its actions.<\/p>\n\n\n

Shared control, no debt recognition, and focus on reconstruction<\/strong><\/h2>\n\n\n\n

Ukrainian officials emphasized that the final agreement reflects major improvements over earlier US drafts. <\/p>\n\n\n\n

The investment fund will be jointly managed, with both Kyiv and Washington holding equal decision-making power. Initially, the US demanded sole oversight.<\/p>\n\n\n\n

50 % of profits from new mineral extraction projects will fund the joint investment vehicle. <\/p>\n\n\n\n

However, Ukraine secured exemptions for current oil, gas, and aluminum operations, whose revenues will continue going directly to the state budget.<\/p>\n\n\n\n

For the first 10 years, all returns generated by the fund will be reinvested into Ukraine\u2019s economy, primarily in reconstruction efforts and new mineral projects. <\/p>\n\n\n\n

After that period, dividends will be split between both nations.<\/p>\n\n\n\n

Importantly, Ukraine avoided recognizing previous US military and financial aid as national debt, a condition reportedly pushed by Washington earlier in the talks.<\/p>\n\n\n\n

Although the agreement contains no firm guarantees of continued US military assistance, it leaves open the possibility that American contributions to the fund may come in the form of direct financial support or renewed military aid.<\/p>\n\n\n\n

Trump secures economic argument for support<\/strong><\/h2>\n\n\n\n

President Donald Trump, who had previously been reluctant to approve additional military support to Ukraine, stated after the signing that the US would \u201cmore than recover\u201d its spending in Ukraine through the benefits of this agreement. <\/p>\n\n\n\n

Trump said the deal was necessary to correct what he called the \u201cexcessive generosity\u201d of the previous US administration.<\/p>\n\n\n\n

\u201cI didn\u2019t want to look foolish,\u201d Trump said, implying that the agreement allows him to justify aid to Ukraine under an \u201cAmerica First\u201d approach by framing it as an economic opportunity.<\/p>\n\n\n\n

The fund will also benefit from the backing of the US International Development Finance Corporation, which Kyiv says will help attract capital and technology from American, European, and allied investors.<\/p>\n\n\n\n

Ukraine will retain control over which mineral deposits are developed, and the Ministry of Economy noted that the agreement avoids any clauses that would contradict the country\u2019s constitution or future EU-aligned legal reforms. EFE <\/p>\n\n\n\n
