{"id":2021915,"date":"2025-07-17T20:12:08","date_gmt":"2025-07-17T18:12:08","guid":{"rendered":"https:\/\/pre.efe.com\/?p=2021915"},"modified":"2025-07-18T17:55:12","modified_gmt":"2025-07-18T15:55:12","slug":"france-65-military-presence-senegal","status":"publish","type":"post","link":"https:\/\/pre.efe.com\/en\/latest-news\/2025-07-17\/france-65-military-presence-senegal\/","title":{"rendered":"France ends 65-year military presence in Senegal amid sovereignty shift"},"content":{"rendered":"\n<p>International Desk (EFE).- France officially ended 65 years of permanent military presence in Senegal on Thursday with a symbolic handover of its last two military bases in Dakar; while the withdrawal marks a significant geopolitical shift, both nations emphasized that military cooperation will continue.<\/p>\n\n\n\n<p>The final departure included the transfer of the Colonel Fr\u00e9d\u00e9ric Geille base in Ouakam and a military installation at Dakar\u2019s international airport. <\/p>\n\n\n\n<p>A ceremony attended by top military officials from both countries marked the closure of one of France\u2019s last permanent military footprints in West Africa. <\/p>\n\n\n\n<p>\u201cOur two armies understand the responsibility of writing a new chapter together,\u201d said General Mbaye Ciss\u00e9, Chief of Staff of Senegal\u2019s Armed Forces, during the ceremony. <\/p>\n\n\n\n<p>\u201cWe are committed to building an effective, balanced partnership based on mutual respect and sovereignty,\u201d he added.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-end-of-an-era\"><strong>End of an era<\/strong><\/h2>\n\n\n\n<p>The French withdrawal concludes a longstanding presence that began shortly after Senegal\u2019s independence in 1960. <\/p>\n\n\n\n<p>Over the past two years, France has already returned several military sites in Dakar, including the Mar\u00e9chal and Saint-Exup\u00e9ry facilities in March, the Admiral Protest barracks in May, and a naval transmission station in Rufisque on Jul. 1.<\/p>\n\n\n\n<p>According to Senegal\u2019s Ministry of Armed Forces, Thursday\u2019s event \u201cmarked the final restitution of French bases.\u201d <\/p>\n\n\n\n<p>Although the Elements Fran\u00e7ais au S\u00e9n\u00e9gal (EFS) are now fully withdrawn, the move does not signify a rupture in ties. Instead, it reflects a redefinition of bilateral military cooperation under terms more aligned with Senegal\u2019s national sovereignty.<\/p>\n\n\n\n<p>\u201cProud of their heritage and faithful to their principles, Senegalese forces are determined to pursue training, instruction, and high-value partnerships,\u201d Ciss\u00e9 added.<\/p>\n\n\n\n<p>French forces in Senegal numbered about 1,200 in 2010 but had gradually declined to roughly 250 by early 2025, as Senegal progressively reasserted control over its defense strategy. <\/p>\n\n\n\n<p>The drawdown followed President Bassirou Diomaye Faye\u2019s 2024 announcement to end the French military presence by Sep. 2025.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-regional-trend-of-french-withdrawals\"><strong>Regional trend of French withdrawals<\/strong><\/h2>\n\n\n\n<p>The exit from Senegal is part of a broader pattern of French military retreats across West Africa, where anti-French sentiment has surged amid growing criticism of neocolonial influence.<\/p>\n\n\n\n<p>French troops have been expelled from Mali, Burkina Faso, and Niger in recent years, all countries now governed by military juntas.<\/p>\n\n\n\n<p>Chad and C\u00f4te d\u2019Ivoire also regained control of French military bases earlier this year, reflecting a regional trend toward military autonomy and the diversification of defense partnerships.<\/p>\n\n\n\n<p>\u201cThis is a symbolic gesture equivalent to closing a neocolonial cycle,\u201d Babacar Socrate Diallo, Director of Dakar\u2019s Center for Diplomatic and Strategic Studies (CEDS), told EFE. <\/p>\n\n\n\n<p>\u201cIt\u2019s a measured shift that allows Senegal to redefine its autonomy without isolation, and France to exist without dominance,\u201d the director added.<\/p>\n\n\n\n<p>Analysts note that the change does not leave Senegal vulnerable. <\/p>\n\n\n\n<p>Defense expert Hamidou Samba Ba emphasized that the country maintains other strategic partnerships.<\/p>\n\n\n\n<p>\u201cSenegal has defense agreements with powers like the US and Turkey,\u201d Ba said. \u201cThe French withdrawal doesn\u2019t imply security weakness or geopolitical rupture.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-toward-a-new-strategic-framework\"><strong>Toward a new strategic framework<\/strong><\/h2>\n\n\n\n<p>Both experts and government officials view the transition as a pivot to more equitable and diversified international engagement. <\/p>\n\n\n\n<p>Senegal\u2019s new leadership has signaled interest in boosting local defense industries and expanding its network of military partnerships.<\/p>\n\n\n\n<p>\u201cNothing prevents Senegal from broadening its defense cooperation with other countries as part of its strategic autonomy,\u201d said Diallo. \u201cThis is an opportunity to build sovereign capabilities.\u201d<\/p>\n\n\n\n<p>Ba added that the evolving relationship with France will depend on future political leadership.<\/p>\n\n\n\n<p>\u201cFranco-Senegalese relations have always adapted to the regime in place,\u201d he noted. \u201cThe military presence was a colonial-era symbol, and breaking with that symbol is part of shaping a new national narrative.\u201d<\/p>\n\n\n\n<p>As the last French troops leave Ouakam, the smell of caf\u00e9 touba still fills the streets, but the era of daily interactions with French soldiers has come to a close.
