Berlim (EFE<\/a>).- O G7, representado pela presid\u00eancia rotativa da Alemanha, e a Comiss\u00e3o Europeia promoveram nesta ter\u00e7a-feira em Berlim uma esp\u00e9cie de \u201cPlano Marshall\u201d para a Ucr\u00e2nia, que n\u00e3o esperar\u00e1 pelo fim da guerra e estar\u00e1 sujeito a que Kiev articule de forma imediata algumas “reformas verific\u00e1veis”.<\/p>\n\n\n\n

“Nunca \u00e9 cedo demais para iniciar a tarefa de reconstru\u00e7\u00e3o”, disse o chanceler alem\u00e3o Olaf Scholz na abertura da Confer\u00eancia Internacional de Especialistas para a Reconstru\u00e7\u00e3o e Moderniza\u00e7\u00e3o da Ucr\u00e2nia, continua\u00e7\u00e3o da realizada em julho em Lugano (Su\u00ed\u00e7a).<\/p>\n\n\n\n

Scholz, anfitri\u00e3o do encontro junto com a presidente da Comiss\u00e3o, Ursula von der Leyen, salientou que n\u00e3o se trata de uma confer\u00eancia de “doadores”, mas de um evento que visa dar uma estrutura s\u00f3lida e duradoura \u00e0 ajuda internacional de que a Ucr\u00e2nia necessita em curto, m\u00e9dio e longo prazo.<\/p>\n\n\n\n

Bruxelas, assim como Berlim, estima em cerca de 3 bilh\u00f5es de euros – ou at\u00e9 5 bilh\u00f5es – o d\u00e9ficit financeiro mensal que a Ucr\u00e2nia est\u00e1 arrastando como resultado da guerra. A Uni\u00e3o Europeia (UE) est\u00e1 disposta a assumir um ter\u00e7o desse custo, que representar\u00e1 cerca de 18 bilh\u00f5es para todo o ano de 2023.<\/p>\n\n\n\n

“A reconstru\u00e7\u00e3o da Ucr\u00e2nia n\u00e3o pode esperar pelo fim da guerra. A Ucr\u00e2nia precisa aqui e agora de apoios para pagar os sal\u00e1rios dos seus professores, dos seus soldados, dos seus policiais e as pens\u00f5es”, afirmou a presidente da Comiss\u00e3o Europeia.<\/p><\/blockquote>\n\n\n\n

Esse rombo pode aumentar para 5 bilh\u00f5es de euros por m\u00eas se a R\u00fassia intensificar seus ataques \u00e0 infraestrutura, especialmente energ\u00e9tica, segundo alertou a diretora-gerente do Fundo Monet\u00e1rio Internacional (FMI), Kristalina Georgieva.<\/p>\n\n\n\n

O FMI, bem como a Comiss\u00e3o e o Banco Europeu de Investimento (BEI), j\u00e1 est\u00e3o trabalhando em um programa geral para regular o apoio que, segundo enfatizou Georgieva, estar\u00e1 sujeito a uma supervis\u00e3o estrita.<\/p>\n\n\n\n

“A Ucr\u00e2nia deu uma li\u00e7\u00e3o de coragem ao resistir \u00e0 R\u00fassia. O FMI ap\u00f3ia e continuar\u00e1 apoiando o pa\u00eds (…) mas esse apoio requer ser capaz de acompanhar para onde vai cada euro alocado”, destacou a diretora-gerente do Fundo.<\/p>\n\n\n\n

“Mostramos nossa capacidade de resist\u00eancia, o Parlamento e a administra\u00e7\u00e3o continuam funcionando, apesar dos estragos da guerra. Estamos em condi\u00e7\u00f5es de, ao mesmo tempo, realizar a moderniza\u00e7\u00e3o e as reformas que os investidores privados e as institui\u00e7\u00f5es internacionais exigem”, declarou o ministro do Desenvolvimento Territorial e Local ucraniano, Oleksii Chernishov<\/p><\/blockquote>\n\n\n\n

Georgieva e Chernishov falaram antes da sess\u00e3o plen\u00e1ria com o presidente do BEI, Werner Hoyer, que abordou a necessidade de regularizar um mecanismo de apoio para que a Ucr\u00e2nia possa enfrentar esse rombo or\u00e7ament\u00e1rio mensal gerado pela guerra.<\/p>\n\n\n\n

O BEI rompeu sua colabora\u00e7\u00e3o com a R\u00fassia em consequ\u00eancia da anexa\u00e7\u00e3o da Crimeia, lembrou Hoyer, e agora concentra seus esfor\u00e7os em buscar apoio para a Ucr\u00e2nia no setor privado, algo que, segundo advertiu, n\u00e3o pode funcionar sem a devida seguran\u00e7a jur\u00eddica para esses investidores.<\/p>\n\n\n\n

A necessidade de a Ucr\u00e2nia realizar reformas “verific\u00e1veis” pairou sobre a confer\u00eancia desde sua abertura, tanto por representantes da Ucr\u00e2nia quanto por organiza\u00e7\u00f5es internacionais.<\/p>\n\n\n\n

O primeiro-ministro ucraniano, Denys Shmygal, ratificou o compromisso de realizar as reformas exigidas pela UE, incluindo as garantias de transpar\u00eancia e o combate \u00e0 corrup\u00e7\u00e3o.<\/p>\n\n\n\n

At\u00e9 o final deste ano, a Ucr\u00e2nia quer concluir o processo de ades\u00e3o \u00e0 UE, o pr\u00f3ximo passo ap\u00f3s sua formaliza\u00e7\u00e3o como candidata \u00e0 entrada no bloco comunit\u00e1rio alcan\u00e7ada no \u00faltimo m\u00eas de junho, lembrou Shmygal.<\/p>\n\n\n\n

Kiev est\u00e1 comprometida com uma “r\u00e1pida implementa\u00e7\u00e3o das reformas em andamento”, disse Shmygal, que abriu e encerrou a confer\u00eancia junto com Scholz e Von der Leyen.<\/p>\n\n\n\n

Entre essas reformas est\u00e3o aquelas destinadas a fornecer aos investidores internacionais seguran\u00e7a jur\u00eddica “sob os padr\u00f5es da UE”, afirmou Shmygal, bem como uma reforma da legisla\u00e7\u00e3o alfandeg\u00e1ria e trabalhista.<\/p>\n\n\n\n

“A comunidade internacional e suas institui\u00e7\u00f5es devem contribuir para a reconstru\u00e7\u00e3o da Ucr\u00e2nia. E isso deve ocorrer em condi\u00e7\u00f5es de transpar\u00eancia de acordo com os padr\u00f5es internacionais”, opinou o primeiro-ministro japon\u00eas, Fumio Kishida, em um discurso virtual no encerramento da confer\u00eancia.<\/p><\/blockquote>\n\n\n\n

O Jap\u00e3o assumir\u00e1 em 2023 a presid\u00eancia rotativa do G7 \u2013 grupo formado por Estados Unidos, Canad\u00e1, Reino Unido, It\u00e1lia e Fran\u00e7a, junto com Jap\u00e3o e Alemanha. <\/p>\n\n\n\n
